So long as required as a condition of Federal participation, of the net amount collected or recovered by way of restitution from any person, or from his estate, by or for the department, for any assistance received to which the Federal government contributed, there shall be promptly paid to the United States an amount equal to its proportionate share of the amount collected or recovered, and the remainder thereof shall be paid into the State Treasury, and shall be credited to the current appropriation to the department, as provided by law.
