(a) On July 1, 1982, the Department of Public Welfare shall raise general assistance and aid to families with dependent children allowances for assistance units of three or more persons by an average of at least five percent.
(b) If the department is prevented by court order from implementing the provisions of section 10 of this amendatory act, 1 the provisions of this section shall be suspended and shall not take effect until the provisions of section 10 are implemented.
