All street vacations, in whole or in part, made by any municipality in this Commonwealth, of streets, lanes and alleys, laid out by the Commonwealth prior to the effective date of this amendment, 1 are hereby validated, notwithstanding that said streets, lanes and alleys so vacated, in whole or in part, had not remained unopened for a continuous period of thirty years next preceding such vacation: Provided, That such vacations have otherwise complied with the requirements of law.
