Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 1943. Power of municipalities

The municipalities of the Commonwealth shall have the power and authority to vacate, in whole or in part, all streets, lanes and alleys within their corporate limits, laid out by this Commonwealth:  Provided, That the portion vacated shall not be any part of a State highway route.
