Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 16561. Cost of making connections

Whenever, in pursuance of an act of assembly, or of an ordinance of the city of Philadelphia, any lot or premises, in said city, shall be connected with the sewers thereof, the entire cost of making such connections shall be a lien upon said lot or premises, in the same manner as the charges or assessments for sewers are by law a lien upon real estate in said city;  and the liens therefor may be filed and collected in the same manner as liens for the said sewer charges or assessments are now filed and collected.
