The select and common councils 1 of the city of Philadelphia shall have power and authority to order and direct the construction of branch sewers in said city whenever the same shall be approved by the board of surveys, and in the opinion of councils shall be required for the health, comfort or convenience of the inhabitants of said city, and the provisions of the act, entitled “A further supplement to the act to incorporate the city of Philadelphia,” approved April eighth, one thousand eight hundred and sixty-four, 2 shall not be construed so as to apply to the same.
