The election laws in force for the choice of governor shall regulate the choice of lieutenant governor; and upon the third Tuesday of January following his election he shall be sworn into office by the president judge of the court of common pleas of Dauphin county, or in the event of his absence or inability to attend, then by a president judge of a court of common pleas, to be designated by the secretary of the commonwealth.
