All materials, supplies and property, so purchased by the Department of Property and Supplies 1 as agent, shall be paid for by the Federal agency authorizing the purchase, and neither the Commonwealth of Pennsylvania, nor any department, officer or agency of the Commonwealth, shall be in any way liable for the cost of such purchases. The Department of Property and Supplies may, at the risk of such Federal agency, provide storage space for any materials, supplies or property so purchased, in such manner as may be agreed upon, if such space shall be available.
