For purposes of determining eligibility for assistance, the income of any person under a contract of employment on an annual basis who works and receives income from such contract in fewer than twelve months, but more than eight months, shall be prorated over the period of the contract. This provision shall apply only to such persons whose annual income, when averaged over a twelve-month period, is expected to be in excess of that set forth in the minimum basic standards of adequate care for the appropriate number of persons dependent upon such income.
