With regard to State institutions, the department shall have the power and its duty shall be to issue requisitions upon the Auditor General for warrants, to be drawn by the Auditor General upon the State Treasurer, in favor of such institutions, for the payment, out of moneys specifically appropriated to the department for the purpose, of the expenses of administering, operating, maintaining and developing such State institutions.
