Every incorporated town shall have a general plan of its parks and playgrounds which plan shall be filed in the office of the engineer or other proper officer of the town. All subdivisions of property thereafter made shall conform thereto. The location of parks and playgrounds laid out and confirmed by the town council shall not afterwards be altered without the consent of the council and no map or plot of parks or playgrounds shall be entered or recorded in any public office of the county until approved by the town council.
