The said director of the department of public safety shall have the power, when he shall deem it necessary for the protection of such city against any prevailing, pestilential or contagious disease, by and with the consent of the councils thereof, to erect, purchase or lease such public hospitals, buildings and grounds as may be necessary, and said director is empowered to make such rules, orders and regulations as may be deemed proper for the government and management of said hospitals, buildings and grounds, and to appoint such physicians, officers, and servants, as may be necessary to attend to such hospitals, upon the approval thereof by said councils.
