If any person or persons shall deface, alter, mutilate, destroy, or tear down any such placard, without the permission of the said bureau of health, such person or persons shall be liable for each offense to a penalty of not less than five nor more than twenty dollars, which may be recovered by summary proceedings before the mayor or any alderman or police magistrate in any of such cities.
