For the purpose of carrying the foregoing provisions into effect it shall be the duty of the director of the department of public safety to employ a sufficient force, under the control of the superintendent of the bureau of health, to make from time to time, and as often as may be necessary, a thorough and systematic examination of the said cities, and to ascertain and report to the bureau of health for prosecution, all violations of the health laws and regulations, and for this purpose they shall be permitted at all times to visit or enter into or upon any building, lot or grounds within the jurisdiction of the said cities and make examinations thereof.
