Cities are hereby authorized to issue revenue bonds for the purpose of financing or refunding the cost of a project or of two or more projects combined to be secured by and payable solely from project revenues in accordance with and subject to the provisions and limitations of this act. Said bonds shall not pledge the credit or taxing power nor create any debt or charge against the tax or general revenues of the city nor create any lien against any property of the city other than the project revenues pledged therefor.
