It is the intent of this act to provide a comprehensive authorization for the issuance of special obligations represented by revenue bonds or notes of a city which shall be payable solely from project revenues and which shall be excluded in ascertaining the debt-incurring capacity of the city. Ordinances required to be enacted under this act shall be enacted in accordance with the procedural laws applicable to the city. In all other respects, the provisions of this act shall be complete and full authority, any other act, general or special, to the contrary notwithstanding, governing all matters, procedural or substantive, required or permitted hereby and no requirements of other acts or portions of acts need be observed except to the extent that specific reference is made herein to such acts or portions of acts.
