Any person whose application for a license has been refused or revoked, or who may be aggrieved by any order or notice issued, or decision by the chief of the division or of any other official, or by any department, bureau or board having to do, or assuming to have to do, with and in the enforcement of this act or of any rules or regulations made in accordance therewith, may appeal therefrom, within fifteen (15) days thereafter, to the court of common pleas of the proper county; and such appeal shall not supersede any such notice, order, or decision pending the entry of a final decree thereabout, unless so ordered by the court.
