No manure from such animals, or any of them, shall be collected or stored in any stable, stall, manure-pit, wharf, or other place, in any such city, without a permit from the Bureau of Health 1 of such city; or contrary to the terms of said permit, or contrary to said rules and regulations; nor shall any such manure be transported through any such city, or any part thereof, except in accordance with said rules and regulations.
