Whenever any person, other than a judge of the court, shall act as a magistrate within the city, it shall be his duty to cause a record thereof to be kept which shall contain such information as is required by rule or order of court; and, on or before the twentieth day of January in each year, to make a return of such information to the chief clerk of the court.
