All judges of the court shall visit at least once, preferably within three months after their appointment, the workhouse, penitentiary and all other reformatories and institutions to which they have power to commit, and shall make further visits to such institutions as may be required by rule or order of court, and shall report in writing to the appellate divisions of the supreme court exercising supervisory and administrative power over the court their observations with such recommendations as they may deem proper.
