In every building used by the court or any part thereof for the detention of prisoners, adequate provision shall be made for the separation of female from male prisoners and of youthful offenders from older offenders of the same sex. Every cell or room used for such purposes, or as a waiting place for witnesses, shall be kept in a clean and sanitary condition and shall contain all necessary toilet facilities.
