A person who makes a determination of the fair market value of a manufactured home pursuant to the provisions of NRS 118B.130, 118B.177, 118B.180 or 118B.183 shall make such determination in compliance with the guidelines of:
1. The most current edition of the Manufactured Housing Cost Guide of the National Automobile Dealers Association; or
2. The Manufactured Housing National Appraisal System of the National Automobile Dealers Association.
