New Mexico Territorial Laws and Treaties NM TERR LAWS KEARNY CODE REG OF LANDS § 4

It shall be the duty of the register of lands to record all papers and documents of and concerning lands and tenements situated in this territory, which were issued by the Spanish or Mexican governments, remaining in the archives of the secretary of the territory, of  1 which were in any of the officers  2 of the department of New Mexico under the Mexican government.
