When it shall be made to appear to the court to which the guardian of a minor is accountable, that:
a. The parent or other person who is under legal obligation with respect to the education and support of a minor is unable to afford proper education and support; and
b. The minor has or is entitled to a certain fund, estate or other property in the hands of a person other than a guardian; and
c. The best interests of the minor will be promoted by the use of the income of such property, or a portion thereof, for his education and support--
The court may direct such person in control of the fund, estate or other property to pay the income thereon, or so much thereof as the court shall direct, to the guardian, parents or persons having custody of the minor to be used for his education and support.
