9. That if at the hour of six o'clock on the morning of the day of any such election the judge, or one or both of the inspectors of election of such village shall be absent from the office when such election shall be appointed to be held, or shall be disqualified, or shall neglect or refuse to serve, it shall be lawful for the persons then and there present, who shall be entitled to vote at such election in such village, by a majority of voice or on a division by a majority of polls, forthwith to choose one or more of the persons then and there present, who shall be qualified to vote at such election in such village, to fill the place or places in such board of the person or persons so absent, disqualified, neglecting or refusing, and every person so chosen shall be deemed and taken to be in all respects a judge or inspector of election as the case may be.
