10. That if at the hour of seven o'clock on the morning of the day of such election, or at any other time during such election, the clerk of such village shall be absent from the office or where such election shall be appointed to be held, or shall be disqualified, or shall neglect or refuse to serve as clerk of the board of election, it shall be the duty of such board to appoint some other person qualified to vote in such election in such village, who shall be then and there present, to be such clerk, and the person so appointed shall be deemed and taken to be, in all respects, the clerk of such board.
