2. The sum of five thousand dollars be and the same hereby is appropriated when included in the annual or supplemental appropriation bill, for the purpose of carrying out the provisions of this act. And the comptroller of the state of New Jersey shall and he hereby is directed to draw his warrant in payment of all bills approved by said commission, and the treasurer of the said state shall and he is hereby directed to pay all warrants so drawn to the extent of the amount hereby or hereafter to be appropriated by the legislature for the purposes of said commission; provided, however, that before the payment of any portion of the said appropriation the person or persons holding the title to any and all lands to be acquired by virtue of this act shall convey the same by deed of gift to the state of New Jersey for the purposes of a public park.
