No person shall use the words “wholesale druggist” or any other words of similar import, holding himself or itself out to be engaged in the sale, distribution or delivery of drugs or medicines, at wholesale, without first having been licensed as provided in sections thirty-six A and thirty-six B. The agents of the board shall have authority, during business hours, to inspect and investigate all wholesale dealers in drugs or medicines, and shall report all violations of sections thirty-six A to thirty-six D, inclusive, to the board, upon the direction of which such agents shall apply for criminal complaints against persons guilty of any such violations.
