The board shall upon application and the payment of an annual license fee to be determined annually by the commissioner of administration under the provision of section three B of chapter seven issue licenses required by section thirty-six A; provided, that no such license shall be issued to any applicant unless the board is satisfied that he or it is actually engaged in and is carrying on such wholesale business. Such license shall be renewed on or before December first of each year upon the payment of a license fee to be determined annually by the commissioner of administration under the provision of section three B of chapter seven. Any person who is engaged in the wholesale drug business at more than one location, shall obtain such a license for each location.
