The State Building Inspector and the Codes and Standards Committee shall jointly, with the approval of the Commissioner of Administrative Services and in accordance with the provisions of section 29-252b, include in the next proposed revision to the State Building Code undertaken pursuant to section 29-252, a requirement that each new construction or substantial renovation of a public building, as defined in section 1-1, or place of public accommodation, resort or amusement, as defined in section 46a-63, that includes at least one restroom that is open to the public provide on each floor level that is open to the public (1) at least one baby diaper changing table that is accessible to men and at least one baby diaper changing table that is accessible to women, or (2) at least one baby diaper changing table that is accessible to both men and women. Each baby diaper changing table included pursuant to this section shall be safe, sanitary and convenient.
