The legislature may by general law provide for such juvenile delinquency and domestic relations courts as may be needed, and for the number, qualifications and election of judges of such courts. Appeals shall lie in such cases and pursuant to such regulations as may be prescribed by law. Such courts shall have such jurisdiction as the legislature may by law provide.
