(a) The water assistance fund is created and shall be administered by the board under this chapter and rules adopted by the board.
(b) After notice and hearing and subject to any limitations established by the General Appropriations Act, the board may transfer money from the fund to the loan fund created under Subchapter C, 1 the storage acquisition fund created under Subchapter E, 2 the research and planning fund created under Subchapter F, 3 the hydrographic survey account created under Subchapter M, 4 provided the hydrographic survey account transfer does not exceed $425,000, the aquatic vegetation management fund created under Subchapter N, 5 the rural community water and wastewater loan fund created under Subchapter O 6, the colonia self-help account created under Subchapter P 7, and the rural water assistance fund created under Subchapter R 8.
(c) The board may transfer money in the fund to the water bank account to be used by the board for administration and operation of the Texas Water Bank.
