Liability does not exist and a cause of action does not arise against any of the following persons for a statement made in good faith by the person in a report or recommendation made under Section 462.111 or 462.113:
(1) the commissioner or the commissioner's representative;
(2) the association or the association's agent or employee;
(3) a member insurer; or
(4) the board.
