(a) An insurer under supervision or conservatorship may request the commissioner or, in the commissioner's absence, the commissioner's appointed deputy to review an action taken or proposed to be taken by the supervisor or conservator.
(b) A request for review under this section must specify the manner in which the action is believed to not be in the insurer's best interests.
(c) A request for review under this section stays the specified action pending review by the commissioner or the commissioner's deputy.
