On or before December 31 of each even-numbered year, the board of directors shall submit to the commissioner, the appropriate committees of each house of the legislature, and the Sunset Advisory Commission a written report relating to the operations of the association during the preceding biennium. The report must include:
(1) any proposed changes in the laws relating to regulation of the association and a statement of the reasons for the changes; and
(2) any information regarding association operations or procedures that is requested by the department to be addressed in the report.
