(a) As a condition for obtaining a compact waste disposal facility license, an applicant must submit to the commission or its designee evidence relating to the reasonableness of any technique for managing low-level radioactive waste to be practiced at the proposed disposal facility or facilities.
(b) Before determining the techniques to be used for managing low-level radioactive waste, an applicant shall study alternative techniques, including:
(1) waste processing and reduction at the site of waste generation and at the disposal facility; and
(2) the use of aboveground isolation facilities.
