(a) If requested by a person who intends to file a permit application, the commission shall provide the person an opportunity to meet with one or more staff members of the commission to discuss the permit application that the person intends to file.
(b) The person must make the request in writing to the commission.
(c) A meeting under this section must be held before the person files the permit application with the commission.
