(a) Notwithstanding any law to the contrary, a guide sign must be erected on or along an interstate highway or at an interchange for an exposition center:
(1) That has at least seventy thousand square feet (70,000 sq. ft.), but no more than ninety thousand square feet (90,000 sq. ft.) of space;
(2) That is located within or associated with a county agricultural center that:
(A) Has a minimum annual attendance of at least two hundred thousand (200,000) people; and
(B) Is signed pursuant to this chapter; and
(3) That is located within two (2) miles of Interstate 40.
(b) Guide signs may be erected pursuant to subsection (a) only if the cost of the manufacture and installation of the guide signs is paid to the department from county or other nonstate funds. The payment must be made prior to any expenditure by the state for the manufacture or installation of the signs.
