Tennessee Code Title 5. Counties § 5-1-401

(1) “County legislative body” means that body vested by either the county charter or general law with the legislative powers of the county government;  and

(2) “Self-insures” means a county that provides health insurance for its employees and pays the associated medical care cost directly to the provider or through a third-party administrator directly to the provider.
