Any individual or business who violates this chapter by selling or conveying kratom or a kratom product without a retail license or a license under this chapter shall be cited for that violation and shall be fined five thousand ($5,000) dollars by the department. All funds received by the department pursuant to this section shall be deposited into a restricted receipt account established in § 21-28.12-11.
