Any person, firm, or corporation, which by itself, or its agents or employees, violates any provisions of §§ 21-17-1 to 21-17-10, or any regulation made pursuant to those sections, or fails to comply with any of the requirements of those sections, or knowingly misrepresents the condition, size, or quality of any eggs, shall be fined not more than fifty dollars ($50.00) for the first offense and not more than two hundred dollars ($200) for each subsequent offense. Complaints for the violation of the provisions of §§ 21-17-1 to 21-17-10 may be made by any person, and if made by the director or a duly authorized agent, the director or agent shall be exempt from giving surety for costs on that complaint.
