Any sheriff, receiver, trustee, assignee, master, or other officer, who shall neglect or refuse to comply with the provisions of section one thousand four hundred two of this act, 1 or any person, partnership, joint-stock association, company, or corporation, who or which shall neglect or refuse to comply with the provisions of paragraph (b) of section one thousand four hundred three of this act, 2 shall forfeit and pay to the Commonwealth, for every such offense, neglect, or refusal, a fine or penalty of two hundred dollars, to be recovered by suit in assumpsit.
