At the annual election next ensuing after the death of such person, so elected to the office of auditor general, the qualified voters of this commonwealth shall choose, by ballot, one person to fill such vacancy, who shall assume the duties of such office on the first day of December next ensuing after said election, and hold said office for the term of the person deceased, which he was elected to fill.
