Upon the request of an applicant, the Department of Environmental Protection shall establish a timetable in which the department shall review and approve or deny any permit application for a municipal waste landfill or resource recovery facility. The department shall establish a reasonable timetable for the approval or denial of the permit application in consultation with the permit applicant and the governing body of any county and other municipality within which the facility is located and shall publish a notice regarding the timetable in the Pennsylvania Bulletin.
