The Department of Agriculture shall have the power to establish general quarantines relating to diseases of animals or plants and their products, and to make all needful rules and regulations for the enforcement of the laws relating to animals and plants or the products thereof. When a general quarantine relating to plants or their products has been declared, or rules and regulations for the enforcement of the laws relating to animals or plants or their products have been adopted, such quarantine, or rules and regulations, shall be enforced by the officers or agents of the department, and, for the purpose of enforcing such quarantines, rules and regulations, such officers and agents shall have and possess all the powers of the department, including the powers formerly by law vested in the State Livestock Sanitary Board and the Economic Zoologist.
