The use of the North Office Building in the City of Harrisburg is hereby granted to the General Assembly. The President pro tempore of the Senate shall, after consultation with the Committee on Management Operations of the Senate, allocate and reallocate space for such legislative purposes as he deems appropriate. The Department of General Services and the Department of State may continue to use such space in the North Office Building as the departments are using as of the effective date of this section. If the Department of General Services or the Department of State vacates its space in the North Office Building, the use of the space shall be transferred to the General Assembly for use in accordance with this section. Hearing rooms in the North Office Building formerly utilized by the Pennsylvania Public Utility Commission shall be available for use by the committees of both the Senate and the House of Representatives and the executive branch departments located in the building.
