All plans for the erection or substantial alteration of any State institutions, county prison, almshouse, poorhouse, or any building for the care of delinquent children or persons of unsound mind, and all charitable institutions receiving aid from the Commonwealth, shall be submitted to, and approved by, the department; and such buildings shall not be built or such alteration made or contracted for until such approval has first been had and duly filed with those charged with the management of such institution or place.
