All State institutions and any charitable or other institutions under the supervision of the department, desiring to receive State aid, shall give notice to the department, at such time as may be prescribed by the rules and regulations thereof, of any application for State aid proposed to be made and of the several purposes to which the same is to be applied, together with the reasons in support of such application. It shall be the duty of the commissioner to examine carefully into such application and request and into all matters connected therewith, and set forth the result of his investigation in the biennial report of the department to the Governor. It shall also be the duty of the commissioner to make a specific and detailed report relative thereto to the General Assembly, with his recommendations thereupon.
