As soon after the effective date of this act as all liabilities theretofore incurred shall have been fully paid, all professional examining boards within the Department of Public Instruction shall pay into the State Treasury any unexpended balances of moneys accrued from fees, fines, and other income theretofore received by such boards under the provisions of the several acts of Assembly authorizing the collection of such fees, fines and other income.
