All the powers conferred and all the duties imposed on the Pennsylvania Post-War Planning Commission, by the act to which this is a supplement, 1 are hereby transferred to and conferred or imposed on the State Planning Board for the purpose only of carrying into effect obligations covered by agreements made under the provisions of the act to which it is a supplement, and which were approved by the Governor on or before the effective date of this act.
